A hearing before the state election board today on the eligibility of Republican candidate Fred Smith has been delayed until 1 p.m. Smith did not bring a $250 certified check to the hearing. Smith was the subject of a petition filed last week by Sen. Susan Paddack, D-Ada, who charges Smith is ineligible to run for the seat because he has a criminal record and warrants. Smith has denied the allegations.
